According to this study, there is no tension or contradiction between the line ending with τὰ δέοντα (ta deonta) and the following line with ξύμπασα γνώμη (xympasa gnōmē). τὰ δέοντα (ta deonta) denotes the frequent content of urgent calls of the speakers (using either χρή [chrē]) or forms of δεῖ [dei]) while γνώμη (gnōmē) here stands for “proposal”, “advice” or “motion”.
